一、活动背景
联合国教科文组织《2030年可持续发展议程》提出“保护和捍卫文化遗产”目标,指出文化遗产的传承与创新是实现文化可持续发展的核心动力。文化遗产不仅是历史的见证者,更是新时代文化创新的源泉。在数字化浪潮与全球化语境下,文化遗产的保护与传播亟需突破传统模式,探索更具互动性、包容性与国际化的表达路径。在首届征集活动成功举办的基础上,第二届“让文化遗产‘活’起来”微视频征集活动正式启动,旨在以青年视角、社区实践与科技手段为切入点,推动文化遗产从静态保护走向动态再生,使其成为新时代文化自信的鲜活载体。
二、征集主题
作品需围绕“让文化遗产活起来”核心主题,从以下三类方向任选其一创作:
1. 青年与传承:展现青年群体以创新形式参与文化遗产活化(如校园非遗社团、技艺学习、青年修复师故事等),诠释匠心传承;
2. 社区与生活:呈现文化遗产在日常场景中的渗透(如传统节日复原、遗产地打卡、社区文化实践等),推动“遗产走进生活”;
3. 科技与创新:探索数字化、沉浸式展览、古画活化、文创开发等创新形式,演绎传统元素的现代表达。

(二)活动组委会
由主办单位成立活动组委会,负责活动重大事项的决策,活动程序审定、评审细则及异议处置。
四、征集对象
面向全国世界遗产地、文保单位、博物馆、学校、文化类机构及个人创作者。
五、作品要求
1.内容规范:
(1)紧扣主题,内容积极,符合社会主义核心价值观要求,深度体现文化遗产保护理念;
(2)体现创新性、思想性与艺术性统一。
2.技术规格:
(1)格式:MP4(高清,1920×1080分辨率);
(2)时长:1-5分钟;
(3)字幕:须配中英双语字幕;
(4)文件大小:文件大小不超过1GB,入围后需提交无压缩高清视频文件;
(5)无角标、台标、水印或标识,无花屏、卡顿和黑边,不得出现广告,音画清晰流畅。
3.版权声明:作品应为投稿单位或个人原创,参与者应对其作品拥有独立、无争议的著作权,不得抄袭、拷贝、仿冒、翻拍,且不侵犯第三人的包括但不限于:著作权、肖像权、名誉权、隐私权等在内的任何权利。如有侵权情况发生,由参赛单位或个人承担一切法律责任,与主办方无关。
4.提交限制:
(1)每个团队/个人/单位限报1部作品;
(2)首届“让文化遗产‘活’起来”微视频征集活动中入围作品不得再次提交。
六、提交方式与材料
1.以百度网盘链接的形式提交作品,链接有效期设置为永久,发送至活动专用邮箱:living_heritage@126.com(邮件主题格式:[微视频投稿]-作品名称-作者/单位名称)。
2.提交材料:
(1) 作品视频(网盘链接);
(2) 《作品申报表》(见附件,需完整填写并签字/盖章);
3.作品提交截止日期:2025年9月15日。
八、评审标准
由联合国教科文组织东亚地区办事处、联合国教科文组织亚太地区世界遗产培训与研究中心苏州分中心、中国电视艺术家协会微视频微电影委员会邀请世界遗产、影视制作等相关领域资深专家组成专业评委会,对所有提交作品进行评选,主要依据以下5个方面:
1.遗产“活”性(25%):作品内容应体现对文化遗产的保护和活化利用的相应举措。其中,“活”性指文化遗产相关活动的创新性和其与社区的贴合性。创新性包括制度创新、技术创新、利用形式创新等。与社区的贴合性指该文化遗产活动是否贴近社区、是否有社区参与、是否有利于社区发展、是否让文化遗产在社区中焕发生机。
2.主题与立意(20%):作品应符合让文化遗产“活”起来的主题与立意。该项主要考察作品是否贴合文化遗产这一核心主题,以及视频立意是否符合主流价值观,是否体现联合国教科文组织5C战略和《世界遗产公约》精神。
3.叙事与内容完整性(25%):主要考察作品叙事的完整度和连贯度。作品应围绕一定的主线展开,叙事连贯,符合逻辑。
4.画面美感(15%):作品画面应符合主流审美。主要考察画面的艺术性和美观程度。
5.制作与剪辑技巧(15%):主要考察作品的字幕、配音、剪辑等制作要素的完成度。鼓励具有创新性的拍摄和剪辑方式。
九、活动流程
1.作品征集:2025年7月16日–9月15日
2.专家评审:2025年9月16日–10月25日
3.结果公示:2025年10月31日(官网公示及邮件通知)
4.证书颁发与作品展示:优秀作品、入围作品由主办方颁发证书,在主流媒体平台展播,并由主办方推荐报送相关奖项。
十、注意事项
1.若发现提交作品存在抄袭、借用等侵权行为,组委会有权取消作品参评资格;
2.组委会有权对投稿作品进行公益性使用、开发、修改、授权及后期技术处理,无需征得作者本人和提交单位的同意,作者享有作品发布时的署名权。
3.活动解释权归组委会所有。

Notice on the 2nd Call for Short Videos: “Bringing Cultural Heritage Back to Life”
I. Background
The UNESCO 2030 Agenda for Sustainable Development sets the goal of "protecting and defending cultural heritage," emphasizing that the transmission and innovation of cultural heritage are core drivers for achieving cultural sustainability. Cultural heritage serves not only as a witness to history but also as a wellspring for cultural innovation in the new era. Amidst the wave of digitalization and the context of globalization, the protection and dissemination of cultural heritage urgently need to break away from traditional models and explore more interactive, inclusive, and internationally resonant modes of expression. Building on the success of the first campaign, the second "Bringing Cultural Heritage to Life" Micro-Video Collection Campaign is officially launched. It aims to use youth perspectives, community practices, and technological means as entry points to propel cultural heritage from static preservation towards dynamic regeneration, transforming it into a vibrant carrier of cultural confidence in the new era.
II. Theme
Entries must center on the core theme of "Bringing Cultural Heritage to Life," choosing one of the following three thematic directions for creation:
(I)Youth and Transmission: Showcase how young people engage in revitalizing cultural heritage through innovative forms (e.g., campus intangible cultural heritage clubs, skill learning, stories of young conservators), interpreting the spirit of craftsmanship.
(II)Community and Life: Present the integration of cultural heritage into everyday settings (e.g., restoration of traditional festivals, heritage site visits, community cultural practices), promoting "integrating heritage into daily life."
(III)Technology and Innovation: Explore innovative forms such as digitalization, immersive exhibitions, revitalization of ancient paintings, cultural and creative product development, etc., to reinterpret traditional elements through modern expression.

(II) Organizing Committee:
The Organizing Committee, established by the organizers, is responsible for major decision-making, activity procedure approval, judging criteria formulation, and dispute resolution.
IV. Participants
The event is open to World Heritage Sites, cultural heritage preservation units, museums, schools, cultural institutions, and individual creators nationwide.
V. Entry Requirements
(I) Content Specifications:
(1) The short video entry is expected to closely aligned with the theme and have positive content conforming to the requirements of Socialist Core Values, deeply reflecting the concept of cultural heritage protection.
(2) The entry is expected to Demonstrate unity of innovation, ideological depth, and artistic quality.
(II) Technical Specifications:
(1) Format: MP4 (High Definition, 1920×1080 resolution).
(2) Duration: 1-5 minutes.
(3) Subtitles: Must include bilingual Chinese and English subtitles.
(4) File Size: Not exceeding 1GB; shortlisted entries must provide uncompressed HD video files.
(5) No corner logos, station IDs, watermarks, or identifiers; no visual artifacts (e.g., snow, tearing), lagging, or black borders; no advertisements; clear audio and smooth visuals.
(III) Copyright Statement:
Entries must be original works of the submitting entity or individual. Participants must hold independent and uncontested copyright to their works, free from plagiarism, copying, imitation, or reproduction. Entries must not infringe upon any third-party rights, including but not limited to: copyright, portrait rights, reputation rights, privacy rights, etc. In case of any infringement, the participating entity or individual shall bear all legal responsibilities, and the Hosting Units bear no liability.
(IV)Submission Limits:
(1) Each team/individual/unit is limited to submitting one piece of work.
(2) Works shortlisted in the first Call for Short Videos: “Bringing Cultural Heritage Back to Life” are ineligible for resubmission.
VI. Submission Method and Materials
(I) Submission Method:
Submit entries via a Baidu Netdisk link. Set the link validity to "Permanent" and send it to the campaign dedicated email: living_heritage@126.com (Email subject format: [Short Video Submission] - Work Title - Author/Organization Name).
(II) Required Submission Materials:
(1) Video file (Netdisk link).
(2) Completed and signed/stamped Work Submission Form (See Attachment).
(III) Submission Deadline: September 15, 2025.
VIII. Judging Criteria
A professional jury, comprising senior experts in World Heritage, film and video production, and related fields, will be invited by UNESCO Regional Office for East Asia, WHITRAP Suzhou Centre, and the CTAA Micro-Video & Micro-Film Committee to evaluate all submissions based primarily on the following five aspects:
(I) "Living" Quality of Heritage (25%): The content should demonstrate measures for protecting and revitalizing cultural heritage. "Living" quality refers to the innovativeness of heritage-related activities and their relevance to the community. Innovativeness includes institutional, technological, and utilization format innovations. Relevance to the community refers to whether the heritage activity is community-oriented, involves community participation, contributes to community development, and revitalizes heritage within the community.
(II) Theme and Conception (20%): The work must align with the theme and conception of "Bringing Cultural Heritage to Life." This criterion assesses how well the work adheres to the core theme of cultural heritage and whether the video's conception aligns with mainstream values and embodies the spirit of UNESCO's 5C Strategic Objectives and the World Heritage Convention.
(III) Narrative and Content Integrity (25%): Focuses on the completeness and coherence of the work's narrative. The work should unfold around a central storyline, with a logical and cohesive narrative.
(IV) Visual Aesthetics (15%): The visuals should conform to mainstream aesthetics. Assesses the artistic quality and visual appeal of the imagery.
(V) Production and Editing Skills (15%): Assesses the technical execution of elements such as subtitles, voice-over, and editing. Innovative filming and editing techniques are encouraged.
IX. Campaign Timeline
(I) Entry Collection Period: July 16, 2025 – September 15, 2025
(II) Expert Evaluation: September 16, 2025 – October 25, 2025
(III) Results Announcement: October 31, 2025 (Published on official website and notified via email)
(IV) Certificate Issuance and Showcase: Certificates will be awarded to outstanding and shortlisted works. These works will be showcased on mainstream media platforms and recommended by the Hosting Units for relevant awards.
X. Important Notes
(I) If a submitted work is found to involve infringement such as plagiarism or unauthorized borrowing, the Organizing Committee reserves the right to disqualify it.
(II) The Organizing Committee reserves the right to use, develop, modify, authorize, and perform technical post-processing on submitted works for public benefit purposes, without requiring consent from the author or submitting entity. The author retains the right of attribution when the work is published.
(III) The Organizing Committee holds the final right of interpretation for all matters related to this campaign.
